Characteristics of the information and guidance provided by INCUAL |

The collaboration among educational and technological experts of the 26 professional families guarantees a coordinated overview of the educational and labour situation. Thus, information and guidance are characterised by these aspects:
- Coordination between the educational and labour environment.
- Coordination among civil servants from local, regional, national and European administrations.
- Transparency of professional competences.
- Transparency of the labour market.
- Interaction through forums of the different professional families.
- Networking with the observatories of the Autonomous Communities.
- Structured and contrasted information.
Legislative framework
The Organic Act 5/2002 of 19th June 2002 on Qualifications and Vocational Education and Training, establishes in Title III the aim and organization of the information and career guidance in the following terms:
Article 14. Aim of the information and career guidance
In the framework of the National System for Qualifications and Vocational Education and Training, the information and career guidance shall aim to:
1.Inform about the opportunities to access employment; the possibilities of acquisition, assessment and accreditation of competences and professional qualifications, and how to progress with them on a lifelong basis.
2.Inform and advise about the different educational offers and the possible educational paths to facilitate labour integration and reintegration, as well as professional mobility in the labour market.
Article 15. Organization of the information and career guidance
1.The services from Education and Labour Administrations, the Local Administration and social agents, among others, shall be able to participate in information and career guidance, being the General Administration of the State responsible for developing cooperation and coordination mechanisms among the entities concerned.
2.Public Administrations information and career guidance services are responsible for providing information to the student of the educational system, to the families, to unemployed workers and to the society in general. Besides, the Public Administrations are responsible for putting at social partners disposal information about the system which might serve as a guiding reference for collective bargaining, without prejudice to their independence.
European framework on information and guidance
1.The Resolution of the Council and of the representatives of the Governments of the Member States meeting on Strengthening Policies, Systems and Practices in the field of Guidance throughout life in Europe (May 2004) sets out a general framework where different aspects of information and guidance are collected in the context of lifelong learning.
2.Guidance in Education & Training 2010 ProgrammeThis Progress Report (English) of December 2004 by the European Commission Working Group Lifelong Guidance provides information about the principles and aims of guidance, quality models and indicators for guidance.
3.The latest documents published by the OCDE on career guidance take into account the recommendations from the aforementioned Resolution of the Council and the Education & Training 2010 Programme.

The National Reference Point for vocational qualifications
In each of the Member States of the European Union and the European Economic Space, there is a National Reference Point for vocational qualifications (NRP). Linked and coordinated among them, these NRPs enable access to information which exists in each country about the national qualifications.
In April 2002, the Ministry of Work and Social Affairs and the Ministry of Education, Culture and Sports agreed that the National Reference Point for vocational qualifications would be the National Institute of Qualifications (INCUAL).

Supplements
The Europass Certificate Supplement In the case of Spain, the Europass Certificate Supplement is delivered to people who hold a vocational education and training certificate of intermediate level (Título de Técnico de Formación Profesional) or a Professional Aptitude Certificate (Certificado de Profesionalidad); it adds information to that which is already included in the official certificate, making it more easily understood, especially by employers or institutions outside the issuing country. The information in the Europass Certificate Supplement is provided by the relevant certifying authorities.
The Europass Diploma Supplement The Europass Diploma Supplement is issued to graduates of higher education institutions along with their degree or diploma. In Spain, there are two main kinds of Europass Diploma Supplements: the supplement to a University diploma or degree (Título Universitario) and the supplement to vocational education and training diploma of higher level (Título de Técnico Superior de formación profesional). It helps to ensure that higher education qualifications are more easily understood, especially outside the country where they were awarded. The Europass Diploma Supplement was developed jointly with Unesco and the Council of Europe.
