The proposals for qualifications made by the working groups of the 26 professional families of the National Catalogue, after internal quality control within INCUAL, are subject to a process of external institutional consultation. The main agents linked to each of the professional families participate in this process: employers associations and trade unions, general and regional administrations as well as other significant entities and professional associations.
These institutions review the qualifications and their elements, proposing modifications and/or improvements. These reviews take into account both the adaptation of the qualification to the needs of the processes to produce goods and services, and the adjustment of the associated vocational education and training to the needs to acquire competences.
The different consulted organizations carry out this process of contrast and submit their proposals to INCUAL. After being considered by the working groups, the proposals can be accepted in order to improve some aspects of the qualifications.
