What is it?
The Professional Observatory is an area within the INCUAL which provides information about the evolution of supply and demand for jobs, occupations and profiles in the labour market.
Besides, the Observatory, as an internal part of INCUAL ,participates in the definition, creation and update of the National Catalogue of Professional Qualifications and the corresponding Modular Catalogue of Vocational Education and Training.
Objectives and Functions
The main objective of the Observatory is to observe the qualifications and their evolution. Royal Decree 375/1999 of 5 March 1999 creating the INCUAL, establishes that there will be within the INCUAL´s structure an Observatory with a database to promote, in an active manner, the cooperation with the rest of the existing territorial and sectoral observatories in order to achieve the following aims:
- To establish the necessary procedures and agreements to ensure the cooperation and a reciprocal information flow among the different professional observatories.
- To provide information on the evolution of supply and demand for jobs, occupations and profiles in the labour market, taking also into account, among others, the professional classification systems created by collective bargaining.
Reports are drawn up periodically for every professional family about their evolution in terms of work and educational configuration.
Besides, deeper sectoral studies are being carried out to research the observation fields of some professional families. The main aspects of these studies are:
- The socio-economic characteristics of the professional family and its relation with other sectors.
- The structure of the productive sector: products and services, markets, organizational models and structures as well as quality systems.
- The productive processes: technologies, research, development and innovation, and critical competitiveness factors.
- The characterization of workers in one family: occupations, posts and qualifications.
- The training of workers, characterization of the educational offer, competence needs and associated training.
- The general prospects of the professional family and, in particular, of employment, qualifications and training.
- The legislative framework.
